EDIT: since you have a list of shareholders such auction could be very easily accomplished. Allow a maximum of stakes per shareholder, allocate 100 stakes, and let the bidding begin:

Yeah just allow users to buy a 2nd stake if they want it. Like people have said before, it's going to be mostly puppets buying anyway so might as well just make it above board.
