But to the contrary, till now I have gone through his recent 10 posts, all those seems to be extremely well posted and doesn't end up in plagiarism. We had something similar a few month ago in the German section, half a dozen accounts shilling in every thread about the same (unknown) exchange, sometimes totally off-topic and also necrobumping old threads. I thought they were most likely paid shills for that exchange and some of them were obviously sold or hacked Newbie / Jr. Member Accounts (before 1 Merit was required to be Jr. Member). But they made that more frequently, up to 20 posts per day and were finally reported here and here (it's in german):

Your case looks different for now, I would report it, watch his activities and if he continues to do it in an excessive way, a negative tag could be reasonable. So far, I would give him the benefit of doubt although necrobumping looks like shill advertising.
