Recently, it's become a concern that crypto whales can manipulate the market. Does this apply to altcoins only, or can these crypto whales manipulate all coins, including those with a higher market cap?

Definitely, coins being manipulated by big investors. Shit-coins are completely manipulated by those whales but coins with higher marketcap partially manipulated by them. They start investing in a coin together and when the decided price reach they all sell their assets and by this huge selling the price of coins drops.

All coins that are not bitcoin are called altcoins.

The more the market capital of a coin, the lesser can be the manipulation as more people will have the coin. But if the market cap is low, few people will have huge percentage of the coin which they can easily manipulate.

It is better you study the coins. I prefer just bitcoin. But coins with huge marketcap can not easily be manipulated. Even if there would be manipulation, it will not be significant.

Of course,  manipulation is possible and happening based on my obseravtion being in the crypto world for a while..the altcoin market is more volatile compared to bitcoin, which makes it more prone to manipulation. Nothing you can do with that as that’s just how the game works, it’s a high-risk, high-reward type of investment. But if you want to avoid all that volatility, the best strategy is to stick with buying and holding some solid altcoins.

Manipulation can happen regardless of whether you’re dealing with a big or small exchange, and honestly, that hasn’t changed even now. It’s just something you have to keep in mind when diving into altcoins.

In fact the government have already active on it with this initiative.
