Nah. The IPs I use are all outside the Philippines. It doesn't matter. Just use your regular normal ISP and don't get on tor or any VPN, although I think it shouldn't matter. I just used the app on my phone and took pictures of the required ID and bank statements (or credit card bill).
Yung bill was actually a PDF sent by email, so I just zoomed out and took a screenshot of one page with my name and postal address visible and then that's what I sent.

That's one use for it, if you are abroad and kept your globe or smart prepaid number (or got a new one), you can load it 10 pesos a year and it will stay alive. I actually do it every 6 to 10 months, at meron at least 100 pesos left in my account, so I have enough to make it last 10 years. But I usually put in more later anyway ...
Nung time na umalis ako sa bansa, walang coverage yung roaming ng Globe dito kaya di ko sya niloadan yung mga huling araw at kahit na recently nagkaroon sya ng coverage dito, I doubt na active pa yung prepaid sim card ko and on top of that, kailangan mahanap ko muna sya.
