There is no official news thus far and everyone on social media speculating that India might not play in Pakistan. It's not just speculation. Some of the BCCI officials have already made it clear that they are not going to travel to Pakistan. So the ICC and the PCB has two options with them - either move the entire tournament out of Pakistan, or to have a hybrid mode with India's matches being played at the United Arab Emirates. I guess they will opt for the second one, as it will be the less damaging option. Conducting the tournament without India will be meaningless, as they will not get any revenue out of it.
Agreed, the Hybrid model like an Asia Cup is an ideal choice for Pakistan if India does not visit Pakistan. India is a top team and not having India in the competition will significantly dent the overall tournament reputation and income.
