The point is we cannot deny the presence of Pakistan cricket and ICC needs the Pakistan team to remain in such a form to be able to play and lose in big tournaments against India.

It is very simple. If the Champions trophy is held in Pakistan, then the Indian government will not allow the BCCI to travel to that country. In the end, India maybe replaced with the 9th ranked team from 2023 ODI World Cup. But then, the media rights holders won't be happy. They have agreed to the huge media package deal, with the condition that Indian team will be participating in all of these tournaments. So if India is replaced with some other country, then the ICC need to compensate the media rights holders (Disney Star).

A few teams like Australia and England completed their tours without any issue, but still if the BCCI is opposed to it, then the ICC can't stage any of the major tournaments in that country. If India pulls out, then 80% of the revenue is gone for the media rights holders. And if that happens, then all the full member boards will get impacted and not just the PCB. At this point, the best thing that the PCB can do is to try for the hybrid setup (even that is not guaranteed). Getting the funds from ICC is more important when compared to hosting tournaments for the PCB.

Now as we are heading for the 2024 they are having elections in February which are also creating problems for the organizing PSL in Pakistan if they are not able to hold this again then surely they can face more problems for them champions trophy as well but in current situation no one can bring anything positive for this country all is down in long run.

PSL contributes to a large share of the income for PCB. If they are unable to hold the elections, then it is not going to end well for the board and the players. Also if the opposition wins the election, we can expect further changes in PCB and that will destabilize the domestic cricket further. As of now, I am having little hope of Pakistan hosting the champions trophy in 2025. At the most, they can have a setup similar to what was done for the 2023 edition of Asia Cup. Given the power equilibrium in ICC and ACC, there is very little that PCB can do at this point.

Now one thing is sure India is having strong control in cricket, and now they are using this for ruining them even we have few good things which are going to help them but now most chances they will be not able to host any ICC or ACC relating event in Pakistan for some years because India will never visit and this will create problems for the ICC, and they will surely go with BCCI as they are the biggest generator of the game.
Pakistan is also having internal issues which are not going to settle in next few months and thing will be keep going like this which are surely favorable for the BCCI, so I have personal feeling Champions Trophy could be shifted to the UAE for the better ending of this all instead of going to have hybrid or anything else, but Pakistan will keep fight until last decision.

West Indies created this problem for themselves. First of all, they doesn't represent any single nation, but around two dozen different island nations. Given this, there is always issues with team selection, with some of the island nations constantly complaining that their players are being ignored for team selection. Then there is the race issue. Non-black and Non-Christian players have always complained of bias against them, and it is very evident in the mistreatment that has happened in the past with Shivnarine Chanderpaul, Ravindranath Rampaul and Ramnaresh Sarwan.

In early days there were strong management which was holding this all but as they have some money then internal politics started and most of the countries want their bigger share in team and few salary issues hurt this one of the best team with they never think in long run for their better future which is also the biggest problem for them, and currently they are having worst ever performance with mostly players after having 2 or 3 years in team wants to go into Franchise leagues which are giving them good money.
Even right now situation is more than worst, and we have no positive signs for them, but now they need to work on some domestic structure which can give them better results for the future CPL is already having some oxygen but still this is not enough.

The ICC released the T20 World Cup 2024 promo, I just saw that and this is the best promo ever. @synchronym WI stunned all by defeating England yesterday and the WI captain paid tribute to the former Indian captain Ms Dhoni for his advise of stretching the game till the very end. Lastly none of us expected WI to win but now that they have won the challenge is for England to perform well against them or WI will pull off a shocking win in this series.

BCCI was sharp enough not to announce about CT before the ODI World Cup and Pakistan had made the mistake of participating in odi world cup and now CT will also slip away from them. A win win situation of BCCI and total loss for PCB. Ramiz Raja was bold enough to take some stand but Sethi and Zaka are no more interested in taking stance on hosting rights.

It was an open book for everyone to read and PCB did right not to cancel their ODI WC. Rambo and everyone knew the realities but as usual, every PCB officials were playing for the gallery because you have to show some resistance in front of a domestic audience.

The truth is if someday PCB decides to boycott any ICC event, I can guarantee you they will go bankrupt.
