However, since you are a Jr. member your signature can't contain BBcode links so you'll probably need to modify the signature to paste in your referral link as plaintext.

Once you get to member rank you will again be able to use links in your sig, you need to get to 10 merit to achieve this.

what exactly aren't you understanding ? it's clearly stating that residents of the countries in the list aren't allowed to use the site
