It simply does not matter for the casino operator whether you win or somebody else. So they don't care about players using multiple accounts, It is just like another player for the House. There is NOT a single online casino which forbid multi account gambling. It is perfectly legit 'strategy'.
well not always, since some casino sites indeed mention that only 1 account per person in their tiny terms and Conditions agreement, so it is better to check up their Term and Conditions agreement before you open up another account since there will be a risk that the casino might withhold all your funds if you breach their terms
Such a check will be difficult to implement IMO, most of the casinos/sites even if they mention so or not in their terms, they only catch them if they exploit the site.
There are plenty of ways to do it without being detected. For instance, I kind of checked how it works in certain site that does not allow this and I was able to bypass all their detection measures. (I reported to their support after the check. They just said they can't do anything. There was contest going on at the time too). So, even if this was made compulsory, many will still get away with it. I think we should trust the other users that they will play fairly and be an example for them too.
