I think it is clear that it will be counted only on the weekend period , if you see the red bolded sentences, if they do count for the whole week, dadice will post this at the start of the either this week or next week

not close, try to refresh the page, it is up and running as usual, although it could be longer for the first time loading and also the site is a bit heavy to load and some players got the same issue, so you will have to wait a bit longer

IMO Dadice is faster than PD, although sometimes I can't play in dadice, but most of time I could NOT even log-in PD, it seems PD is slower in my side.

Hm I got on Google PageSpeed Insights 84/100 for desktop while PD, to name one example, got 76/100. Strange examples you are giving.

Secondly the gtmetrix.com error is caused by Cloudflare, that is even explained on their FAQ:
