I have an idea.
As the end of the stage will be when you decide, you can pre-announce in the begining that the IPO will end when the price is within the x to y range. Let's say 0.5 to 1 USD range. And after 0.5 you start selling and you will sell some good amount and then you announce end of first stage.
So until it hits 0.5 USD very few people will be willing to sell during the rise as they will know that is better to hold until the fixed top is reached.
