The developers and teams are the ones that have to create something better that will make community be aware of the project ,if the dev and teams deliver at best strong community will be created
Broadly speaking all that you have mentioned includes an important role in project development, without them the project will not function. on the other hand, support from investors is also one of them because funds from investors are very important so that the project can run well.
The success of any project is dependent on these group of people and i don't think either of them is more important than the other. They work hand in hand to ensure the success of the project.
They play different roles in order to achieve success, that's why they call a team, to bring effort from each bodies and work hand and hand to fullysecured the future of the projects they've created, I agree that there's no such word that needs to differentiate the worth of each group, they need to
