It looks like it is right to me.
If you are looking at the other pool and what it is reporting for the network hashrate, then telling me that mine is wrong, you should reverse you train of thought and inform the other pool op it is wrong.
He is most likely using the default code and hasn't or doesn't know how to make it report properly.

Not sure who is right, but when I put my hash ex: X hash to coinmine.pl, it increased X hash in network hash.
So just verified it added correctly to me.
One more thing is that your pool hash: 10kh, coinmine.pl hash: 20kh (it is true because of speed of coinmine.pl digging doubled of you)
Total of these is at least 30kh. Now your pool show 20k of network hash, means may be it is not correct.

He's probably saying that because https://www2.coinmine.pl/dsh/# is showing a network hash of 43.88 as of right now. I noticed that earlier in the day too. Not sure who's is right but yours isn't going up much when more miners are added. Just an observation.
