You are right about them having young players who have the gift of time to improve in their skills and play better in the next world cup, but I would say or conclude that they are unlucky, the game of football has a very small part of it tied to luck, the most important part of strategy and tactics, in football, a team can be unlucky but can easily convert that to being lucky if they have a good playing strategy and tactics that their opponent don't know of, or one that their opponents even know of but don't have an antidote to it.
England will do well in the next world cup if they would improve in their strategies/style of play and tactics, they are already good in terms of play abilities, but they are yet to discover their hidden styles that when engaged, would throw their opponent into total confusion.
The world cup is where most talents are been discovered with the introduction of new players with a particular need of leaving a mark by being pretty impressive. Old and young talents, a combination of experience and youthful speed/talent.
For what I worth, England is one of the luckiest te in this world cup and could have got a clean ticket to the semi finals but they threw it all out to the wind or should I say, Harry Kane facilitated there exit
I didn't understand why he chose to take all them penalties. Like, he was against Lloris, his team mate and captain, they've got years and experience together, trained together and you could see the tension build up between them especially for Harry Kane as he was to attempt a come back for his team. The best he could have done is let someone else take the shoot but, he wants to add to his goals and being the penalty takers for England, he sent it out wide and there goes England.
They had a good squad for this year, let's hope it doesn't deteriorate in the next 4years.
