This is the art of negotiation. West Ham knows they have to sell. So let's all be playing smart. I kind of like how Arsenal don't allow any selling club to force their hands into extremely over paying when you could negotiate a bit lower price. Though it might not always end well like the Mudryk- Trossard  saga. Now the second bid is a bit different similar from the first one and it is not what West ham are looking for, so it might be rejected. This season they lost the title becauae they didnt have many good bench players and that meant the main 11 played in most games, which caused them to be super tired by the end of the season and lose points thry could have won if they were rested.

I think if Arsenal ends up getting to a point where they can have multiple people to replace each position, not even if you have to end up with great players, you just need to have enough talent to not lose, so in a cup game you could have 7 starters and 4 bench players and rest 4 that way, and keep rotating that way until the end.

Arteta shall push kroenke to give him more money to buy rice from westham. I do personally believe that if rice will become the only suitable player to replace xhaka. Arsenal must be securing him as fast as possible before manchester city will be coming and hijack him from westham.
100m was very easy for arsenal as it has also owned by one of billionaires. Rice has been getting so many interests from other club as well.  Arteta really wants to sign him as a new player for the club but i knew that if it's pretty hard for arsenal to spend a very big amounts of money to get him from westham. I think for the coming season he needs to splash the cash for one or a couple of really good players.  What Arteta did with the squad he has at his disposal could be a fluke and could not be repeated again next season.  Think about Liverpool, Chelsea with Poch and Man United...  Will they underperform like they did last season?  I don't think so.  Arsenal had a good opportunity to win the league and it's not going to happen again for a little while unless they spend.

And it would be unfair for the players if Arteta expects them to overperform like they did last time.  That thing is taxing and next season it's time to collect.  Arsenal could finish 6th.
