I think the biggest problem for Manchester United when it comes to signing new, strong players is the fact that they don't play in the champions league. If I was Casemiro, would I leave Real Madrid for Manchester United? Probably not. I doubt that Manchester would pay him significantly more and from a professional athlete's perspective, would I really go to a club that perhaps doesn't even qualify for the champions league next season? I would only do that if I don't see any chance to make it into the first 11 of my current club ever again. But I don't see that problem for Casemiro. Things can turn around quickly and he might be constantly playing again.

Only the future of Manchester United will determine what the decision of his transfer will be to him. If Manchester United style and performance change for a new shape it will definitely be good decision for him to be in Manchester United, but if it continues the way it is or even gets worse I think he will have a regret. Agree with your all statement about this @Franctoshi they already have best from Casemiro, so now it's time for having money which was good enough for them, so they have done a good decision for their sack and surely now soon we will have news they will have another quality player as replacement because they are already searching, and soon they will be done with few good names are already in rumors, but all could be going to take some time.
