I think the deal between Chelsea and RB Leipzig for Timo Werner have been struck already, It's just a matter of time for the official announcement, I don't know what amount fee was agreed on, but I strongly doubt RB Leipzig would be paying anything near the fortune which Chelsea paid to sign a couple of years ago, and Chelsea doesn't have any future plan for Werner, so it's only right that they get the best amount and between 20m-30m would be a great deal for them imo, instead of just having him on the bench and keeping his wages on the clubs obligation list.

Sure, the transfer fees are probably around €20m - €30m, RB Leipzig may be interested to pay more. Once again, Chelsea has a bad habit, they sell a player at a cheaper price. After they waste Lukaku, now they let Werner leaves at a cheap price. Now, if Werner leaves, Chelsea only has 2 CF (Batshuayi and Broja), I don't think it is enough to have 2 weak CF only. If Chelsea can't sign a new top CF, I doubt Chelsea will lose a big power on their attacking line.
After Chelsea returned Lukaku to Inter, it is now Werner's turn to be returned to Leipzig soon. Even though Chelsea bought Lukaku and Werner
at a high price, but now Chelsea loaned Lukaku to Inter and sold Werner cheaply to Leipzig. Of course this is very detrimental to Chelsea,
