Newcastle have an incredibly big transfer budget now indeed. But I'm not sure how many top players would like to come here and start over. Newcastle will need to sign so many players like that to create a very solid team. They wouldn't be too strong if they sign only a few players who are top ones. When it comes to Mbappe and Haaland, Newcastle would be able to pay much more money than their rivals for sure. But I've big doubts whether these players would be willing to join them. To me, I don't think that it would happen.

As far as I know, they are an ambitious player who wants to play in the biggest club in the world. Their destination should be Real Madrid, Man City, or Bayern Munchen. I only see the possibility of these clubs to sign them.

I think still have many top team will pay higher salary for Mbappe and Haaland than moving to Newcastle United without chance play on champion league. I see have potential with Newcastle United get new player on next window transfer like Coutinho, Jese Lingard and Anthony Martial after less contributing for his club before except with Countiho have consistent performance with Aston Villa. On the one hand, you are right and everyone understands that top players will choose a team for themselves where they are almost guaranteed to receive titles and reach high stages in the Champions League, but on the other hand, I want to believe in a miracle that an ambitious player will appear who is not afraid to try to achieve everything with a new team. In the old days, this happened and now there is something similar in the NHL when the best player in the draft goes to the worst team.
Do not forget about the owners of the club being a bad person ending up being a reason not to play there. You may think that it is fine for newcastle to be owned by killers and murderers, but not everyone will think the same about the situation. They are a rich club and I'm waiting for them to give a good amount of transfer budget to their permanent manager to bring some new players to the team to close the gaps in the lineup. For example, Maguire should be sent away from the team immediately and they should sign another solid defender like Varane. And it would be much better for them to sign a top striker too.
Erik-ten-Hag should be given enough time to rebuild Man Utd after getting appointed, the management and board of the club should allow him to reposition the club in such way that will suit his style of play and formation, I read an article about his attacking style of play, moreso offloading of some players that does not measure up to his standard is inevitable thus to give room for signing of new players, apart from Maguire players like Mata, Matic, PhilJones etc should be shown the way out, it's a pity a club like Man Utd who should be competing with the of likes Man City, Chelsea and Liverpool unfortunately are struggling even to qualify for Europa league.
Even if United sign Erik Ten Hag, klopp or Pep Guardiola, nothing significant will occur at least for couple of seasons.
