You are right, wagering amount is not the deciding factor because luck is one to decide who will be the winner but the more you wager means the higher the chance to be the winner. 1 ticket can win the Tesla if the luck comes at the right time, so it is worth to get some tickets to test our luck in this lottery but I have to agree that we should not expect too much unless we have 50% of the total tickets

In this case it was a free entry as far as I know, which means that dude spent zero and got 10k and that is a great deal, however someone who doesn't wager much may not be even aware of this, or even if aware then maybe not be participating because they forgot, if you are not wagering all the time then you are forgetting these things.
For example, I am not a big time gambler, and I was aware that this existed, I know that it existed for years, and I just forgot about it this week, I have forgot about it probably half of the time it existed. So long story short it is not specifically about wagering amount because it is free entry, but being a big time gambler usually means you check these things more carefully.
