Since recently, when I visit the site there's a popping up window
I mechanically click "NO THANKS", as I always do with popping up windows, but I'm wondering what will happen if I click "ALLOW"? I trust this site but I don't trust popping up windows out of habit, that's why I've decided to inquire about that first.

You should receive a notification from FBC through Chrome (bottom right corner)

.VPNs are useful for gamblers that want to stay anonymous but they are heavily abused for free-rolls so quite often have been used recently by a botnet.
Not rebooting your router and keeping hold of your address would seem more logical to me.

Yep, I want to try fixed this problem permanently but I have no way for it, can you advise for this? you have known any way for this? I already contact our nearest internet provider but she said that it is not possible to set dedicated IP. So what can I do now?
One of the ways has been suggested by Kakmakr. Although usually on mobile network your IP address is refreshed so you are not always assigned the same one.
This only happens at home right? When outside, you can claim without problems?

Do you even notice that your balance is slightly increase? If it increasing then it is already clicked by someone and get it to your balance but if there is nothing then something wrong with your ISP. I have this problem before but since it is just small amount I do not think it will be a big problem. So now I tried to solve it this way, before I make a roll, I tried to refresh it once so everything is fix and never have this problem once

There can be many reasons for it depending on what type of internet connection you are using. Mobile networks particularly often change your IP and the last person to use it may also be a customer. There is also a lot of malware that turns your device into a proxy server which access to is then sold.
This is the most common problem for me. I use a mobile phone and for sure the IP is recycled among users, because I have seen myself being blacklisted several sites without ever visiting them, plus also I've had that message at freebitco.in. Nothing to do about it except wait, and just keep the mobile active because once it's yours, it shouldn't switch again until a day at least. It will let you roll once the timer runs down.

Actually, it's not impossible to have a dedicated IP you just need to pay a significant amount of money for this.

Yes now clear that I using mobile networks but fast and higher speed than the broadband connection and many cheapest price, so I use it. when i restart device and router than now solved it.
It happens to most of us, including myself. As long as there's no hanky-panky involved, you should do just fine.
Your service provider probably use DHCP to allocate IP addresses from a large IP pool. Just switch off your router for a longer duration and hope that a new IP will be allocated to you, that are not used by someone else to access Freebitco.in.
Most service providers cannot allocate fixed/dedicated IP's to specific users, because they have a large numbers of subscribers

Maybe you are using proxy which is easily available to lots of people.Please use your personal ip address and you sould not see that issue.
Read the post above. Check your device for malware and then ask your ISP if it a shared address.
