as I remember, a few users complained about their base hourly rewards and requested to get it normalized

He's done a good job at recognising what they are doing in maxing out the RP bonus and then using the RP BTC bonus to make themselves profitable. There are also genuine users that do the same thing so they get hurt by the actions of the botnet operators.
It is a constant battle that has been going on for nearly 5 years now. Every time we do something to stop them they adjust and we have to come up with another measure. So nothing is permanent.
