Any club wants to buy Neymar will have to surpass two biggest challenges. Neymar leaving maybe it doesn't really have an impact on PSG's performance because Neymar himself has often been injured and of course his performance will definitely decline too. Ramos' replacement seems to be still in the recruiting stage and I haven't heard of any defenders being PSG's next target. Winning the Ligue 1 title is an easy peasy achievement for PSG with a huge strength gap like this with the other teams. Even napoli has seen him as a potential candidate to be a new coach for napoli. PSG is now still looking to sign a new player.
