I just sign up now with jetwin, they gave me a sign up bonus of 45mbtc, I think this bonus will depend on the country you belong. Right now I am enjoying it, got some wins but I found it really hard to cash this out because you have to met with their rollover requirement which in my case is 1000 mbtc. I hope I can get it.

Highly unlikely, it would be subject to immense abuse. The only way it would work is to either make it impossible to withdraw or rise the minimum withdraw so high that the amount could not be withdrawn.
Another way might be to require phone verification or something to reduce the amount of fake signups.
