Ukraine’s gas bill has risen another $838 million, after Kiev failed to make a payment for 1.7 billion cubic meters of Russian gas supplied in the first half of June.

“The deadline for paying June bills expired yesterday; we again didn’t receive the money from Naftogaz Ukraine. As a result Ukraine’s debt to Gazprom for the 1.7 billion cubic meters supplied from June 1 through June 16 rose to $5.296 billion,” Gazprom CEO Aleksey Miller said on Tuesday.

“Ukraine’s principle unwillingness to pay for Russian gas is becoming chronic, and once again shows the transition to aprepayment system, included in the contract, was the only correct decision,” Miller added.

The Ukrainian parliament has passed the first reading of a bill allowing western companies to own up to 49 percent of the national gas transportation system (GTS), which is currently totally owned by Naftogaz Ukraine.

The 229 - 221 Friday vote means a foreign operator will be able to manage, be licensed to operate, or lease Ukraine’s gas pipelines or its underground storage, RIA reports.

On top of that, the Ukrainian government can set up a separate operator for the underground gas storage, where US and European companies could also get a 49 percent stake.

 Prime Minister Arseniy Yatsenyuk, who proposed the bill, said it was a part of a bigger initiative to modernize Ukraine’s GTS and also strengthen Ukraine’s position as a transit country.

“Those who want to turn Ukraine’s pipes into scrap, play along with Russia in construction of South Stream, those don’t vote for the bill,” Yatsenyuk said on Thursday when the bill was first turned down

I am afraid Gazprom will shut off the gas supplies to Ukraine as soon as the South Stream is completed, making this project obsolete.

While Ukraine is saying that they receive reverse gas from Europe, they in fact installed a short by-pass pipe, circumventing the counter, and are pumping Russian gas that is supposed to get to Europe

Ukrainian Ministry of Finance found 8 alternatives to Russian gas, including biodiesel and synthetic gas.
Another alternative is building an LNG, where Ukraine will receive gas at a market price of $380, though the question of who will deliver the gas is not decided (reminding that Russia, after mediating from EU, was offering a price of $385)

The only possible reason Yatsenyuk, Poroshenko, and Co. would be so arrogant and audacious is because they have received direct assurances from the US that it will be behind them 100%. The infamous #neocon Victoria #Nuland just visited Kiev. She didn’t bring any burgers and cookies for maidan this time, but she brought something else – direct orders.

The goals of Nuland’s visit were as follows:

Ukraine PM #Yatsenyuk gave order to all his underlings to prepare for the gas shut-off on Monday – the last deadline given by Russia for past due payment (4 deadlines have already gone by). Yatsenyuk and Poroshenko would rather have the entire country be without gas than agree on something reasonable with Russia.

Here is why.

1. They received a direct order from the Washington HQ to destabilize Russia and Europe, and to drive a wedge between them.

2. They desperately need to paint Russia as a villain who turned off the gas to the poor Ukrainian citizens, so later they can say that Russia is to blame for the economic collapse of the Ukraine. In reality, the collapse has been underway for the past 23 years
