TheMage, voting is listed out in the whitepaper as a technical feature. Since voting was never actually built (along with 99.9% of the other features) it is currently performed manually via agreements like that one. So any owner can call for a vote at any time and a majority vote of prime nodes carries the decision as that is scoped in the whitepaper. Since Phil Vadala and Josh/GAW are fighting silently over the 15 Prime Nodes not owned outside of GAW it is unknown who actually gets those votes.

Interesting voting out Primes by Orions is also in the WhitePaper as well as voting out bad actors...

Also, while we are on the subject, why is it that the supposedly stolen XPY went to known GAW/Garza addresses after it left Cryptsy? Another one of them thar coincidences that seem to occur so often when talking about dealings between Cryptsy and GAW/Garza/Paycoin.

Now using those PC's to bribe exchanges "giving it away" for 1$... I know I shouldn't be talking about PC's like they're actual physical items they're just lines of code.

You don't HAVE to shut down accounts for it, but it can be encouraged. Especially if there is a high level of suspicious activity.

Do you know the story of Charlie Shrem? He's in jail now because his company shut down an account who was suspected of illegal activity (happens to be he was in fact a drug dealer and laundering money). Charlie went behind the other executives and not only told him to continue using them but also how to avoid triggers in the future (as the compliance officer).

I know this isn't a 1 to 1 comparison, but it shows that yes you can shut down accounts for suspicious activity.
