1 - price of ETH in relation to bitcoin has dropped a lot but it will go up again and when that happens the price of ETH will be high
2 - due to bitcoin price drop the price of ETH against USD has also dropped but it will recover as soon as the price of bitcoin increases a lot

but as you said that if the developer is able to lower costs for ETH the price will be very high but we are back again predicting if that doesn't work whether the price of ETH will be able to reach its peak again when a bull run comes in the future.

the best time to buy BTC or ETH actually depends on your perception....if your benchmark is ATH btc or eth then buying now is a good opportunity but if your benchmark is the economy or the money you have then you should just buy as much as you can, don't burden yourself (i mean don't owe the bank to buy btc or eth)we can't force people to buy and I think they are also aware of what to do according to their respective conditions,
apart from that taking advantage of this opportunity to buy Bitcoin or Ethereum seems like a good thing
