Considering both crypto coins have really dipped so much i think buying both in even proportions should be a great odea as this doesnt just reduce your risk exposure but also allows you to diversify your crypto portfolio. So buy the dip in 50-50 proportions.
I think there will be a moment when it will actually be possible to buy. But right now, I wouldn't buy it.
Obviously, you assume that the price of BTC and ETH will continue to decline, so you prefer not to make purchases. But if you are wrong, then you will have to buy these coins at a higher price. Therefore, you need to spend part of the deposit on the purchase now, and in case the price continues to decline, continue buying in parts.

Best to Buy both . How much is your capital? if you have at least a thousand dollars then Buy 700 to bitcoin and 300 for ethereum .because of the market dumping now it is sure a profitable way is to diversify and not taking solo coin.
I think good moment if you can buy back bitcoin or ethereum right now during still have lower price, but never use all your assets to buy bitcoin or ethereum, spent about 50% from your money buy back bitcoin or ethereum then left 50% waiting for if bitcoin suddenly dump again, I think this best way how to keep less risk with cryptocurrency investing, first you need to buy limit order on bitcoin price right now but you have to spent 30% your money buy under first your order position for waiting if bitcoin suddenly dump.

for me in my personal opinion seems not because there's still a lot of sign that it will gonna break the current support levels, and there's still some negative prediction as well on this current situation. so perhaps we should wait for more results than entering early because you know it will gonna be a loss when it shows a fluctuation afterwards. So let's wait until we see a good trend instead to ensure everything will gonna be alright..

Actually this is the good times to buy any cryptocurrencies, because the down fall's of bitcoin may not increase anytime doon, but some people online via social media keep on portraying that bitcoin will fall again until it gets to twenty thousand or ten thousand (20K or 10k) so i support that motion of buying Bitcoin or any other cryptocurrencies that is equal to the task of investment, not really focused on bitcoin and ethereum, other potential coins are there to discover. 
It is not unusual that in this forum, which is called Bitcointalk for a reason, we prefer Bitcoin to Ethereum. If you get to ask in the alts section, you would surely have more answers preferring Eth. What I would recommend is that you acquire information on both and make an informed decision as to why you prefer one over the other. It is better than buying one because you simply think it will go higher or you have been told in a forum.
Have you thought about adding more to your initial investment? Many of us on the forum do DCA. You can invest a lump sum at the start but then add x money weekly or monthly. That way you cushion the ups and downs in price.

If you want to buy it wait for it a bit stable first, I'm afraid the market will go down continuously. If you got a lot of money you can buy the top ten from coinmarketcap, many people will panic sell and watch the movement from the market waiting for a good opportunity to buy the dip. It's now or never to me.

What you can do is to analyze the assets you are trying to buy from a fundamental and/or a technical point of view. Even if you have done your diligence you still are prone to witness black swan events or a sudden change of mind by a multi-billionaire or hedge fund manager.
you are good to go to start buying on discounted price , but still yeah remember that it could went worse that what you think , expect the unexpected.
as the price in really volatile phase , prepare for the worst case and manage the portofolio with a thoroughly math.
once you have done it all , you might find the real dip benefits you a lot at the end of the day.

The market is quite good for now to start investing because they are down, so I think it is time to grab the opportunity. Your money! Your decision. Everyone here will suggest his favorite coin. For me, it's time to accumulate both if you have enough money to take the risk. I can say what I would do if I have enough money right now. Most probably I will put 50% of my funds into BTC. And the rest 50% invest in some top altcoin like ETH. I don't like putting all funds in a basket due to my previous lesson. Now it's up to you how much can you afford.
If you truly, honestly believe in crypto and its future, then any time you buy crypto is the right time (and when I say future, I mean long time future, not the imminent future). Other than that, no one can give you an exact answer because it differs from person to person. Don't look at this forum as a place where someone will tell you what to do, but rather a place where you can gather information and useful knowledge that will help you determine what's the best thing for you as an investor is.
The market is an uncertain one compared with the stocks and other world market commodities. The crypto market is built over trust, and for the reason it is high risk involved. You trust and invest, and it doesn't assure with the profit within any deadline. Everything is long-term focused and not everyone were able to have such patience and believe looking upon the market fluctuation. If someone has experienced good profit out of the fluctuation, then the user will intend to invest unlike the market trend.As mentioned every investment is subject to risk, same is with crypto market. And it is upto the individual to analyse and take decision whether to invest by now or later.
If I have a wad of money then I will buy both because these two coins will still have fantastic value in the future with a long timeframe, this correction is not finished I hope everyone is not in too much of a rush to buy during this bear market. Every season is good to buy BTC but you need to make use of the DCA which is the recommended investment strategy due to its lower risk tolerance.However, you need to understand how the crypto market work and also have some basic knowledge about cut loss.
Having said that, you can buy some fraction of BTC and also set aside some capital which you can use to buy more when dip because there's a huge chance that market blood bath will happen this year.
