We have a "Never attribute to malice that which is adequately explained by stupidity" situation. We just don't have enough data to know the correct explanation.
On the one hand, to me, the statements about being "on track" for October when they were clearly not suggest malice.
On the other hand, all this inept fumbling around with their message - the relationships with Taco, CypherDoc, the odd appearance and disappearance of official reps, and other things (e.g. the signature raffle of a BJ) - suggest stupidity.
Which is it? I'm still not sure, but I think we'll find out on about December 31st.

Both. It's a combination of stupidity and dishonesty. And we are the suckers paying for it.
