The governments especially in third world countries must reduce the birth rate first. In some countries in asia and africa, having a lot of kids is a big achievement for a family so they just keep making babies until more than 3 kids without carrying about their financial ability. The government should change the society views towards the culture of having a lot of kids. The corruption practice also need to be reduced as it's the main factor of inadequate infrastructure development of a country. The last but not least is most of the tax revenue should be allocated to give free education for poor family.

Yes I totally agree with you since the poor in my country have to suffer a lot. The government here seems to turn a blind eye to the lives of the poor and they don't have any policies to help the poor.
