Try talking, even if you make mistakes.

Watching movies and TV also helps

I'll be honest: With a PDF you will not learn to speak English. To learn English you need to practice it a lot, there are apps that allow you to have conversations with people of a language that you do not drive and thus you learn more, you should resort to some of them.

Don't you have enough English books in the Universe?
I bet you aren't looking for "the Book", it's just an excuse, because you don't have discipline to sit and learn
In that case - go take lessons, it will motivate you to try harder so you wouldn't suck

You can increase your English vocabulary by thinking in English, practicing with a native speaker, reading newspapers/books/magazines, writing a diary/journal in English, using flashcards or apps with vocabulary on them, watching movies/TV shows and keeping a vocabulary book to help you remember the harder words. Read the dictionary now and then -- just open up to anywhere in the dictionary and read through the words, learning new ones that look interesting to you.

I'm focusing on fluency, not grammar. When you speak in English, how often do you stop? The more you stop, the less confident you sound and the less comfortable you become. Try the mirror exercise above, but challenge yourself to speak without stopping or stammering (taking pauses between your words) the entire time.

I use chatty style of the language when I talk to my friends, especially I text a lot on English. I have so many foreigh friends, so I also lean it with them on my day-to-day basis.
