Some users have no funds to participate so you can hold demo trading contests where you can provide them virtual USDT in their demo account. You can check other exchanges that are doing this to have an idea how it is being done. And at the end of the contest, they can get real rewards. It should be done regularly so the interest will always be there.

Affiliate program and referral program are different things?
And how much they offer basically?

An Affiliate Marketing program would be good. I have seen almost every exchange have their Affiliate Program and they work pretty well for them as their existing users refer their friends and promote the project everywhere to gain referral and earn a commission.

If you have some active users then starting a referral program would be a nice move towards getting more customers to your exchange.

Maybe you are right, but I have heard a lot negative feedbacks on bying ads on coinmarketcap. Like it is not worth it for the price that they ask.
Might be the better idea will be campaign on coinzilla network, so I can reach all of the big websites
