At first you cant really know if the ICO is a scam. It would be very difficult. So i think its really depends from the product of the projecyt. If it is useful and unique it has higher chance that its not a scam.

there is no one can tell if the bounty is scam but if they have no update in their social medias acount or any update in their spreadsheet I think it is scam because its like an abandon project .

When you do that research you can discover things like, who are the people behind the project, what is the goal of this or that project and etc. From that you draw the conclusion whether it is a scam or not.
