People will recognize a project if its something worthy and useful and the investors will eventually look at it. But what with what I observed to the ICO's, one of the contribution to make it successful is the marketing / promotion.

People are here to make money. So, if your goal to reach hard cap, you should make them believing, that your project will explode and bring them sgnificant profits in the future. Solid image and good marketing are the main things for this aim.

I think one thing that makes a project to be successful depends on the members supporting the project. Also, i think the project should be fully advertised so many chances that people will be aware of it and get interested to participate in the said project.
Yes, in some cases making a project successful depend on the people supporting the project but the main thing which determine the success of a project is the uniqueness of the so called project, outstanding marketing skills put together with the owner need to be honest, be intact in terms of communication and always be no time waster because time waster are life waster. promote your project to every social media and the most important thing is the white paper of you project make it strong as much as you can

Ico project is a type of project where in a large number of people participating the project is the main indicator for it to be succesful, so I can confidently say that the main key for a project to be succesful is to establish a strong campaign mechanism to encourage people to join the project.
