Every human being has their own skills and expertise, they have had them since birth or what is often called talent. and many people do not realize that they have talent, this can happen because in schools, especially schools in developing countries, because in these schools they are more oriented towards academic values rather than focusing more on developing the interests and talents of each individual. So that in the end an education system like this will hinder the process of students in finding and honing their natural abilities.

So far we have never lacked qualified human resources, it's just because of the wrong education system, coupled with the lack of facilities and containers that can channel their interests and talents. As a result, many talents and skills that are actually very potential and useful, this cannot develop optimally.

And if only education and infrastructure development could support the development of the interests and talents of each individual, maybe we would see a lot of quality and qualified human resources in every field.

In other words, they seem to operate in the same angle, and i don't detect or see any difference between them.Since they both require mind training, especially skills that'll benefits and lay positive impacts to societal standards and individual values. These are foundations one has to lay down for themselves for the future;we all have to be very organized and productive.
I fully support the ideas that preparing the mind with constructive skills is the right way to create more constructive tomorrow. In every one’s life cycle, there is great responsibility on Individual Organization and Society to develop in an organise an productive manner for betterment of self as well as the community. What we will gain today is the practical skills that will make a difference not only for oneself but also build a better future around us for a society.

If we direct our efforts towards personal development, then we lay a strong useful foundation for life. This effort convinces us that time and what is possible is precious, thus maximizing the return or quality of any action taken. If each of us makes an effort, then not only are we personally becoming better, but by doing that are inspiring others to do the same and enhancing the relationships we have with others.

That's what a country really has to do, to invest in the skills of their people. You'd see labor workers are being sent on the other countries to work and to add the work-labor force of a country. This is what service providing means to these countries that have a lot of skilled workers. I believe that each country have their own share with this market. B

ased on this chart report and studied conducted means that this type of provision of services globally is expected to grow and increase in the upcoming years.

Education that only focuses on theory will certainly have different results from those who have more practical education than theory because those who try directly will certainly have satisfactory results compared to those who only study theory but do not try to practice what they have learned, when someone has known the skills they like and continues to develop those skills then when they are looking for a job of course it will be very easy for them to get because the experience they gain during education will certainly be very useful when they want to get a job according to the skills they have. That's right, vocational schools will of course produce human resources who are experts in a particular field and they can continue to develop their skills when they have done work after they graduate from school and work.
An education pattern that only relies on theory in learning will not provide direct experience to students and usually this type of education pattern requires individual ability to improve skills. Basically, education does not guarantee that someone will work anywhere because education is a place to seek knowledge, but education is considered important in some countries because they will be given a degree or diploma for the job application process. That is the reason why some countries see education as not the main requirement in applying for a job because what they need is the skills and abilities of individuals in working.

People will be much more developed when direct learning methods are given and that can be achieved when people attend vocational schools because the focus of education is on skill development. To train skills, people must be able to dive directly into practice, not learn with theory but never implement it in direct practice.

In addition to what OP have said, Human Capital development affects the minds the people positively which helps the people contribute to the economic growth of the country. When there are good schools available, employment opportunities, trainings and other opportunities for human development, the minds of the people will be preoccupied with how to be productive to themselves and to the government. But when none of these are put in place for the people, we see these people stealing, vandalising and engaging in activities that may crumble the economy.

Educating them well will be at the highest priority in human development, as it is the first responsibility of every parent.  But whenever the parents go to perform this duty, many people are deprived of this duty, and they only indulge in street robbery of the capital.  But most of the reasons are those children who are uneducated and deprived in the society indulge in such behavior so if every one is well educated maybe then we would not see such behavior in the society.

You are not wrong, but I think you mean to say, @OP Human capital development, not human capacity development.
The two can easily be taken to mean the exact same thing, but not true; there is a slight difference between the two.

I'll explain;
Human capacity development focuses on the development of yourself, maybe your skills or in any other area, for the benefit of yourself, while human capital development still involves the development of your skills, but now as a benefit to the economy of your country, not only yourself.

Here we are talking primarily about the material achievements of humanity and its professional qualities. In our material world, this is certainly very important. However, on a global level, the spiritual component, the inner spiritual world of each person, is important for the development of humanity. Science and technology are constantly developing and here humanity is succeeding. But we are receiving more and more information that we are not the first human civilization on this planet and all previous civilizations perished when science and technology reached levels that we have not even approached yet. That is, the increase in human potential, which is discussed here, invariably led to the death of humanity itself. To prevent this from happening, people need to prioritize our spiritual world so as not to direct the knowledge and experience we have gained to the detriment of the natural environment in which we live and against ourselves.

The talent and skills that we have are extraordinary, and to get skills we really have to work hard, to be able to do everything we need to try our best, and we are required to have more skills, and that is natural considering that one skill is not enough to make us progress and we need to think towards the future.
Because one skill alone will not be enough to make someone more advanced in their life, then everyone must also have smarter thinking when they work. Everyone must realize that working hard alone is no longer enough at this time if they want progress in their lives, because everyone must also be more consistent in trying and must also be smarter in making each step. So I think that some skills can be a special help for everyone in achieving such great and also such good progress.

That's basically what schools do, with companies just doing it in a way that specializes in meeting the needs of the companies themselves. Unfortunately with the recent development, I'm more inclined to believe that a lot of the younger generation is actually failing to build a foundation so that companies can build their skills up for the specialization they need. Could just be because of the brain rot that social media gives out, or because of the method that technology basically holds their hands the entire way to graduation to the point where their own skills don't grow anymore, but definitely something negative in the long run imo. The tool used for convenience basically became a necessity.

And the governance over education ain't really doing jack. It's basically stagnated imo. Heck, even regressing in some countries due to corruption, if it hasn't already regressed in the past years.

Investment in human capital is a no-brainer, but we need to also consider that this progress has been highly uneven across and within different countries and regions. Whereas the developed nations continue to rise steadily in terms of their human development score, half of the poorest countries in the world still have not returned to their pre-pandemic levels. Such a gap would imply a setback to economic growth by a generation, along with lagging workforce preparedness, particularly in poorer regions, without targeted investments in education, vocational skills, and public health.

Moreover, while firm-level investments in training can spur gains in productivity, stable governance, efficient use of digital technology, and inequality-reducing policies are also necessary for national economic gains from capacity development. This challenge stands out around the world in global initiatives through the Human Capital Project to leverage technology and build resilient skills in vulnerable populations. It is very unlikely that growth in human capacity will provide the wide economic stability many might count on without these balancing investments.

In order to utilize the human resources acquired through proper education they should be provided jobs in every sector according to their merit so that they can become an asset for the country. The responsibility should not only be formulated by the government but should be properly informed about its own action plan based on person-centered priorities through proper assessment. If everyone is aware of his responsibilities, he in principle qualifies to be an excellent employee.
Not all educational paths can achieve reliable human resources because sometimes the existing educational pattern is too focused on the curriculum which in the end people will only be fixated on learning in the theoretical aspect. Education must train people's abilities and education must also provide space for anyone to recognize skills in this way education will be a basic container for people to achieve reliable human resources in their fields.

Just look at how the skills differ between vocational schools and public schools and when compared, reliable human resources are formed in vocational schools because they are formed based on the skills they have and the direction is more towards self-development in the direct practice process.

This is my story, I started with a company as labour worker and I recieve lower payment, I was able to learn a skill from there as a pipe fitter, and due to my relentlessness and hard work I was interviewed and I passed and was trained and promoted to a pipe fitter and I started receiving a pay of a workman because of my seriousness.

So the moral of the story is that if opportunity is given to us, we should not be too comfortable. Some people are too comfortable in what they do and not trying to improve in their skill. and with such attitude they may never be promoted because companies don want to waste there money on lazy people.

Upskilling is as important as learning skill that is what i tell people who work under me. No one should be  reluctant when it comes to upskilling because as the world progresses we get to see new advancement on every sector. Relaxing and not upskilling will only make us get outdated and only those who are up to date will be reserved or chosen when it comes to employment.

These days no one wants to hire someone who does not have anything extra apart from his skill in a company. Let me give a quick example using the tech industry. A website developer might be very good but take longer time to complete  a task, and another developer can multitask, develop but not as better as the first developer, and complete task faster with also a touch of design experience and leadership skill. Who do you think a company will choose? They will choose the second guy because in a few time they can improve his development skill but other characteristic is inbuilt and it will be helpful in the growth of the company.

That is an ideal, but anyone that has tried to do this knows that for the most part they are alone on their quest and they are the ones that have to do their utmost effort to try to develop their skills to their maximum capabilities, and it is only then when the private or public sector will give you any attention and offer you a better job or to become an external consultant, making quite important to not wait and develop our skills on our own, because if we do not do it we may never reach our potential.

This is a really interesting topic, and I think one that a lot of people don't like having because they don't have the mental capacity to fully take on a conversation surrounding such a deep and philosophical subject.

For one, if more humans had a deeper capacity for development, I believe here in the United States (at least) we would have such a shit two party system, in fact enough citizens would recognize the need for more than a two power system that gives the illusion of "choice" and "control" where it's very much just the opposite.

And on the hand, I think any government that isn't interested in the development and growth of a nation won't bother paving way for human development. The truth, I've always believed that most people can actually grow in different areas, but that opportunity isn't just there. I don't really want to mention any country now, but I've seen how well there citizens perform when it comes to tech, but their economic circumstances and overpopulation seems to be a massive problem.

And again, we often say that education is the key, which I don't dispute that fact, but self development also helps alot. There are people that are currently doing well today because they choose to improve themselves personally. Though, developing one self doesn't come easy which I assume we all know, but it will definitely worth it when time goes bye. Morever, when we help ourselves as individuals, we tend to reduce the number of those that lives in poverty on the street, which is already a plus to a country whether we like it or not.
