Human capacity refers to several aspects and for financial achievement for each individual is a step that is prepared carefully. There are many people who fail to develop their potential because they feel worried and do not dare to get out of their comfort zone, those are the characteristics of people who fail in the aspect of self-development.

Top companies all over the world understand this facts very well that's why they invest into capacity development of their employees, because every thing falls down to Huma capacity development of the individual in the company. In inclusion any nation that wants her Economy to grow and develop should invest in the area of capacity development of her citizens by way of setting up quality educational systems, vocational skills that will make her citizens to be ready and fully equipped to develop their nation when given the opportunity.
Quality education is a means for human development, but education does not guarantee that someone will work in a much more productive place. The economy can grow if the country has abundant human resources and they can develop potential in the leading sectors that exist, in this way all human resources can contribute to each other. The government must provide easier access so that the people in it can develop skills to advance many existing sectors.
In order to utilize the human resources acquired through proper education they should be provided jobs in every sector according to their merit so that they can become an asset for the country. The responsibility should not only be formulated by the government but should be properly informed about its own action plan based on person-centered priorities through proper assessment. If everyone is aware of his responsibilities, he in principle qualifies to be an excellent employee.

Like you already said, major companies understand these very well and that's why they make sure to engage some of their employees into the program where they can learn how to drive the company forward. I remember that there was a time that two of my relatives were sent  to a foreign country to carry out a 6 months program,  all of which was sponsored by the company that they were working with. So, I do agree that capacity development is very important.
that's why they usually value there staffs and would go to any length in providing quality security to protect them because of the training the staff have enjoyed under the company. Most oil company does this as a way of increasing the productivity of her staff but unfortunately, most government establishment are found wanting on this important area which is why working for the government doesn't come with so much joy.

Human capacity development helps boost productivity and is one way a nation can build herself such that she can stand to compete against other nations in terms of display of innovative ideas that can yield greater outpute for the economic strength of a nation. Bad leaders of most underdeveloped countries deliberately neglect this area and go on to outsource expertrait from other countries so they can carry out thier corrupt tendencies without people coming up to speak against it because of thier ignorance. A nation that's hoping to gain economic dependence will invest more into her citizens with regards provision of adequate skills acquisition programs so the youths can get empowered and in the process serve as an asset to the nation.

That is why it's important for a country to value quality education for its citizens. If they don't receive education, they aren't going to develop their personal capacities to the fullest. And then, we have many adults who barely know how to read, write, interpret and calculate. These people end not being very productive for the society and country where they are, because they weren't stimulated to develop their skills and potentials. Worse yet, they have serious potential to become problematic individuals inside the society, going through shady routes and criminal life in order to survive.

The right moment to focus in capacity development is during the childhood, because that is when the individual has more neural plasticity, what means a superior capacity of absorbing informations which he is exposed to. A stimulated child has a decent advantage when compared to others who weren't stimulated properly.
The first country’s investment is its citizens, so the fact that the country itself will invest to its people, hence providing quality education, health care, and promotion of jobs and skills development should be prioritized.
Otherwise, the people will be deprived from their privileges which may lead them to become unproductive citizens in the country.

Also, regardless of its social status, these privileges should be given fair and square, which I think most of the countries fail because those people with higher social status experience more benefits compared to the  lower or poor ones.

Agree, Person abilities matters a lot for every company and every company want to progress and that's why an employer want to hire the person who is capable to increase the revenue of company and if company will get more benefit then all person will be in the safe zone. So talented people are needed to every company and people should be more educated in their field and they should learn the latest things in the market because these will change the mindset and they will be safe for the future because any change can happen and we should be prepare for that.When person stop to learn then he will go down and down and he will be eliminated by the company.

People of every country are hardworking but there are differences between them, in terms of people's hard work, some people can do physical work and some people can do mental work. But mental exertion attracts the most in the present, because the person who has the most knowledge and respect for knowledge is sure to succeed in the future.
 Because it is usually possible for companies to develop this in some cases as they empower their employees to do their jobs in any way they can. Because the more people are able to work with their intellectual capacity, the more just and highly equipped work is for them, it is usually in developed countries to increase the work capacity of such people so that they can develop the capacity for better work in the future.
In developed countries people do not make a mindset of working hard but rather they target working smart and on target. This is quite a big difference with developing countries because the mindset of people is that only by working hard they will make a lot of money. In fact, there is no guarantee because today's work involves many things that are much more precise, where those who have the ability to see opportunities can make money just by sitting at home. I understand the physical work that most people do now and it involves hard work using traditional labor.

But I don't quite understand the mental work that you mean and it's like a skeptical way of looking at things that I may not understand. In more broad terms there are jobs that are in the form of selling services and the rest of us work in a service capacity. Both of these things depend on how a person can adjust to whether or not there is an opportunity to make money.

A country that is not ready to invest in her citizens, shouldn't be expecting quality workforce, because it's garbage-in-garbage-out, such a country will be heavily dependent on expatriate from other countries to help man certain sectors of their economy since they don't have the human resource.
A country that doesn't develop her citizens, equip them, and create a system where they can get a job after graduating from higher institutions or skill schools should expect less from citizens in national development.

Because when individuals use their own resources to train themselves in transferable skills for international use, they don't consider staying in their country. This is what causes brain drain and socio-economic migration in some countries.

Governments barely establish structures to train and equip citizens. As a result, citizens acquire skills like tech expertise, knowing they can work internationally. They utilize their skills and knowledge to develop international brands rather than establishing businesses in their homeland or contributing to its growth, since better pay awaits abroad.

This is a critical factor for every country's government to address. Prioritizing citizen education and empowerment will encourage citizens to focus on national growth and economic development once equipped.

For example, in my country, we still think that school is a bridge to getting a job. Although for some things this is not entirely wrong because every job has qualifications including education, we must realize that education is not a bridge to work but education is a situation where we learn something so that it can be useful for future life and the scope is certainly broad not only about work.
This kind of mindset is still imprinted for the majority of people in my country so that the resources are not very well developed because their mindset has been set from the beginning making it seem as if education is only a formality to get a job even though it is a start that must be done to make resources increase, especially in matters of thought, intelligence and behavior.

Actually, I don't believe the education system is what needs to be improved. I believe everybody should have an education no matter what route they wish to follow, but education shouldn't be boxed like it is today. It makes people limited to a certain mindset alone.

Education shouldn't just teach people how to be good and get jobs, it should teach them how to think for themselves. The reason educated people are psychologically better than uneducated people is that the educated person has been exposed and can use his brain more. Education should give people the ability to be critical, sadly the education system doest do that, and that's why you still have educated people who can't think for themselves.

Human capital development is simply the training and retraining of citizens with needed skillful and material resource for them to either help in the development of the economy by starting their own business or using that skill to work for the Government. A high level of citizens that are resourceful and well empowered will always endeavor to contribute their quota to the effective development of a country especially those that have skills and those that are very educated, because hence they are very skillful and educated they can easily work for private companies or government parastatals.

I'm more familiar with this being called capacity building, although capacity development might be the better way to describe the process. This is the ideal setup. As they say, the greatest asset of a company is its people. A happy, efficient, highly capable, well-paid, well-rested, well-trained workforce benefits the company.

It's ironic, however, how China's economy has grown so huge and aggressive yet built on cheap labor by human robots or modern-day slaves. International companies don't just move to China because of cheap labor alone. It matters a lot how workers there don't exert their rights and whatever they deserve.

Human capital development is good and it has help many to develop their skill and become useful to themselves and the society. But the problem is that this opportunity don't always come in a plater of Gold, you can either be train when you have been enrolled in a company or any organisation which help in shaping you for the benefit of yourself and the economy.  and or you can be trained after passing a recruitment test. Recruitment is one of the most difficult aspects of human capital development because when such opportunity comes many people are usually interested to join and only few will be selected. So it's better people equipped themselves mentally to be able to pass through such test to be included, otherwise such opportunity may never be advantageous to you. Another way one can easily acquire such human capital development skill is to enroll yourself in any international company that offers such opportunity no matter how small the pay rate of your work may appear in such organisations you will improve gradually and may be enrolled for more specific training to become useful.

This is my story, I started with a company as labour worker and I recieve lower payment, I was able to learn a skill from there as a pipe fitter, and due to my relentlessness and hard work I was interviewed and I passed and was trained and promoted to a pipe fitter and I started receiving a pay of a workman because of my seriousness.

So the moral of the story is that if opportunity is given to us, we should not be too comfortable. Some people are too comfortable in what they do and not trying to improve in their skill. and with such attitude they may never be promoted because companies don want to waste there money on lazy people.

Human resources is the most important factor of production. Without the personnel, other factors of production will be a waste. Regardless of the worth of the financial, material or natural resources an organisation has, without quality human resources they will not be maximised. This is exactly the problem of some developing nations. Most of them have abundant resources but lack the necessary human resources. This is why developed nations with sound human resources are taking advantage of the abundant resources in developing nations.

China and the Asian Tigers understood the importance of developing human resources which was why they invested in education. These investments have gradually turned these economically backward nations into the limelight.

It takes a long time to build up the infrastructure that you need in a country - it's one thing to have excellent education offerings, but you also need all the other parts to make it translate into an effective business environment. You need a legal system that is fair and reliable. You need a police force that has ideally no corruption within it at any level. You need relatively stable governments that do not make rash or unexpected decisions to undermine confidence. You also need a central bank that can act independently and will not succumb to outside pressure. All of these are needed in order for a successful education system to flourish and provide great students.
It is extremely essential for a government to produce quality students equipped with various skills that would bring them success but quality students are nothing but students until they are thrown into real life or outside of school. Yes, you learn a lot from institutions but an economic system would function at its peak effectiveness if there were also job opportunities for said students.

Many countries have outstanding students but end up leaving the country due to the lack of opportunities for them. They are developing themselves only for other countries to benefit off of. It all has to be in balance.

Development in human resources is indeed one of the benchmarks for creating the first step if a country wants to progress but the problem is that this pressure is sometimes too heavy to do, especially for some countries where the majority of people are still unable to accept or adapt to existing developments so that this will bring up a new mindset which is actually although not entirely wrong but of course it is a mistake.

For example, in my country, we still think that school is a bridge to getting a job. Thanks for this insight. I have often used both human capacity development and human capital development interchangeably without knowing they mean two different things. Considering the differences now, I think both are still very necessary for a country's economic growth. If an individual develops himself to be useful to himself, it is also a plus to the country.
Consider that human capacity development can also be in a negative or positive line, so whenever someone engages in capacity development for their personal gain, it is not always to the benefit of the country because that person may have decided to develop themselves in a negative line and then they become a problem to the country.

So, perhaps we can also draw the inference that human capital development is always for positive outcomes that have benefits, while human capacity development may not always be for the purpose of positive benefits but selfish interests that have a negative effect on society.
