Human capacity development refers to various ways where individuals are trained, schooled, prepared and well equipped to fully maximize their potential to the fullest. Human capacity development is a key part of every developed Economy as it's humans that has developed enough capacity that can drive the economy with the right policies and program when they come to leadership positions.
Top companies all over the world understand this facts very well that's why they invest into capacity development of their employees, because every thing falls down to Huma capacity development of the individual in the company. In inclusion any nation that wants her Economy to grow and develop should invest in the area of capacity development of her citizens by way of setting up quality educational systems, vocational skills that will make her citizens to be ready and fully equipped to develop their nation when given the opportunity.

It takes a long time to build up the infrastructure that you need in a country - it's one thing to have excellent education offerings, but you also need all the other parts to make it translate into an effective business environment. You need a legal system that is fair and reliable. You need a police force that has ideally no corruption within it at any level. You need relatively stable governments that do not make rash or unexpected decisions to undermine confidence. You also need a central bank that can act independently and will not succumb to outside pressure. All of these are needed in order for a successful education system to flourish and provide great students.

You are not wrong, but I think you mean to say, @OP Human capital development, not human capacity development.
The two can easily be taken to mean the exact same thing, but not true; there is a slight difference between the two.

I'll explain;
Human capacity development focuses on the development of yourself, maybe your skills or in any other area, for the benefit of yourself, while human capital development still involves the development of your skills, but now as a benefit to the economy of your country, not only yourself.

Thanks for this insight. I have often used both human capacity development and human capital development interchangeably without knowing they mean two different things. Considering the differences now, I think both are still very neccessary for a country's economic growth. If an individual develops himself to be useful to himself, it is also a plus to the country.

In addition to what OP have said, Human Capital development affects the minds the people positively which helps the people contribute to the economic growth of the country. When there are good schools available, employment opportunities, trainings and other opportunities for human development, the minds of the people will be preoccupied with how to be productive to themselves and to the government. But when none of these are put in place for the people, we see these people stealing, vandalising and engaging in activities that may crumble the economy.

OP, let me add a voice to what you've mentioned here. Human capital development is the best kind of development a company or a country can undertake. Also, as an individual, investing in yourself by building your own capacity will be the best form of development you can ever experience. Oftentimes, people get busy at discussing ways and methods in which they can develop the infrastructures of the country among other things yet they forget that human capital is the best kind of development we can ever experience.

This is why those top companies you mentioned also have departments that are purposely tasked with the responsibility of handing human resources, often known as human resource managements or in short HRM. It helps them manage their workforce very effectively to bring about the uptimum result of the company. The same thing goes with countries who pay more attention to their citizens. They tend to achieve more success than countries that focuses on just the infrastructure and other sectors while neglecting the citizens welfare. Corruption looms the latter countries as a result.
