Definitely 2017 was the best year for cryto. The problem was that many coins raised much more than their rel added value and this is very well seen now in 2018, when we had almost an entire bearish year.

Compared to 2018, the period 2016 - 2017 is the most significant period of changes in cryptocurrency as exchange rates rise significantly at the end of the year. Hopefully, the end of 2018 prices will rebind and grow, if not recovered, 2018 is admitted one of the worst years of this market.

Yes, last year had a great fluctuation in price in where we can earn good profits. It was started in october 2017 until the end of year of bull run but now there's no specific time when to fluctuates but I believe still it can have potential to surpass in it's current price in the end of year. 
Considering past few years that time during last year was best,but still there is along way to go.Crypto is still in its very early phase and bitcoin have just completed its 10 years.Government all around are working for new regulations and still market needs mass adoption then only people will get financial freedom.crypto market is so volatile so many big institutions and players are really scared for some large investments but once the crypto market gets a bit stabilized the volatility will really become very less and the moon theory may become obsolete.But these things will take time.

Well, I do not think that 2017 is the worst for me were even worse years for example 2013-14 year were much worse then hacked the exchange I think then here it was possible to panic
I also think that 2017 was the best for the cryptocurrency market because the majority did not have time to invest in the market and after the boom at the end of 2017 everyone started to invest and therefore the market collapsed
