Now promotion on the op mentioned places seems get blocked by the concern organization like Facebook, Instagram and others.
Telegram is right place to use the take channel discussion alone but not for the promotion and all.

Here is the best place for one to promote ico projects and this do not mean other one are bad but because bitcointalk forum provide you the opportunity to reach crypto currencies personality . Do you have proof of that claim that there are millions of people that are interacting daily with ICO websites? I don't think that there are that much people who are dealing everyday with ICO's. What's on my mind is there are few investors but they have big money to invest in ICO's and these people can be reached out through social medias but most of the time they are staying in forums. Not only here in bitcointalk but also in other forums that are very popular with ICO discussions.

Already there are millions of people daily interacting with the ICO website but the thing is people are researching about the company before investing into it. So it is always good to find the target user's and there are many other ICO listing, people also getting awareness about the project through those sites but most of the people are addicted to Bitcointalk forum.

It's important to have coverage on many channels. I'd suggest one post here on bitcointalk, and actively keep up with comments and community questions/concerns.

Also make sure your website, whitepaper and any other materials are up to par. Video is huge, so having some regular communication via YouTube is great for search and community recruitment. All the other channels mentioned here (Twitter, LinkedIn, Steemit, Medium, Reddit, etc) need coverage, though you'll do yourself well to join the communities authentically first and understand their rules and culture. Just posting once is not going to get you anywhere, especially if you are a n00b. Spend time in them, and find out whose who. If you can create relationships with real influencers, their support in the various forums will provide invaluable feedback and could help you get the attention you need.

Earned media is another route - which will take creating relationships with media sites (anything from CNBC to Coindesk) and if you have an interesting story, they may cover you. This is great for your website and additional ways to get noticed.

Having target investors is the real score for advertising an ICO to the forum of cryptocurrencies like bitcointalk. But also there are many people who are not yet aware of ICO's, crypto's or bitcoin in the world but they know how to use social medias. Before it was a good way of advertising because it can get many target viewers that are really gathered by social medias just for the advertiser but some websites now are not allowing ICO related advertisements like in facebook.

not all forum are crypro related , most of them are just general informations or general discusions just like on most social medias , so i think they are still the same. but there were forums that is specifically built for cryptos and there were also groups on social media that is dedicated only for cryptos , that should be the one you should consider before you post and do advertising in order to get or target the right audience.

Using social media promotion isn't really bad thing but considering that even there are lots of people or traffic on it but it wont really signifies that you will able to get huge percentage when it comes to investors since most of those people aren't have the awareness when it comes to crypto investment.I would rather believe that forum advertising is much more effective than on this one.
