You can also promote ICO on other forums and use add networks for your project.
Facebook and Twitter actually good but it would be nice you can also promote through slack and telegram so that investors can interact or communicate well with you so they are interested to be able to invest their funds.
Always remember with the forum you can attract more involved public or participants rather than social medias. The social media promotion is small part of ICO promotion. First you need to handle the project by publishing on the forum like this one and then let the forum members spread the word to thousands in the down line of their social network. So more the number of participants of your ICO project the more engaged will be rest if the public. Remember forum has people who are interested in the crypto currencies and they have network which is also full of people which are like minded. Thus it's important to put it on forum rather than straight to social sites.

I will put short overview here so as to compare different ways here:
Facebook is blend of all type of traffic which is non cryptographic and which is at some extend related to crypto world. So in my opinion you will have put big efforts in targeted advertising over the Facebook which can be costly as well as might not be as per expectation.
Twitter stands a chance in publishing your ICO but you have limited capability to express yourself over the twitter due to it's smart tweets. They are really short! So you will need big crowd to carry out successful publishing here.
GitHub is good site to publish the ICO info and must publish site because all the successful ICO are listed here already.
This us not enough publicity due to incapable promotion so you need to publish announcement at least on one of the forum and let the related people work for you to make it success.
The best option is to place on the thematic cryptocurrency resources, blog, forums.

i dont think github is meant for promotions. Reddit is. Also Tumbrl, Instagran, different blogs. Depends of your project each communication platform fits each project. There is none that is superior for all.

You can also use Slack, telegram, reddit, any advertisement website to promote the project and to gain investors. Professionally built youtube channels are also a pretty nice way to attract the masses.
I've also seen a lot of ICO's being promoted through advertising on Reddit.
Actual advertising I mean, not just by going to a related subreddit and spamming your ICO there.
Adwords is also still a thing, can't hurt to buy a few cheap keywords to advertise on.

Take those advice above which is very true on which this forum itself would really be a good place too on promoting your ICO and also those social media campaigns would be the best too since they show off in huge public or audience and we know twitter and facebook do have lots of users but speaking of cryptocurrency traffic then this forum would be the best spot. Facebook, twitter and bitcointalk are all good place to promote any Ico, that is the reason all the icos are offering facebook twitter and bitcointalk bounty, because these are where investors and traders are coming in, so if you are going to run one target these three areas.
Better promote your ICO here in this forum and then you can put up bounties and campaigns so it will be promoted also on social medias like Facebook and Twitter. Actually there are a lot of ways right now to promote your ICO's but since you are here in this forum, why not promote it here instead.
