Whether the development team is still alive,Why is there no news!Whether it has run away? 
There is no team, it's a one man show, a guy that goes by the name Jordan Wong, he used to be active on their telegram channel but no one heard from him in 2 weeks
i think he just had the ico just to make profit out of investors. such a shame!
i hope that investors managed to take their capital before dev disappeared.

You better ask the team of this project rather than asking this question to irfan, irfan only became an escrow to this project to hold the token and make sure the participant get their ICE token

does the team already paid the telegram bounty as well as the twitter and facebook bounty of which he requires us to tweet to some exchangers?
Well, I still haven't received anything for the telegram bounty. Hopefully they will distribute tokens soon.
i see.. i think the dev will no longer pay. seemed like he only deceived people to do some tasks to the listing of exchange. and dont have plans in paying the participants.
