How can I download the wallet? and do i need the wallet in order to claim again. Already did the seed pass phrase claim months back

Run it, add some neighbor nodes (get some on chat.iotatoken.com) Let it sync (34k + transactions seen under tools -> server log)
If your claim appears in the history tab, yo're fine.
If not, contact David pm chat.iotatoken.com

11 of July is the day of official launch.
But there were some trades in https://bitcointalksearch.org/topic/iota-iota-speculation-1440112 thread, and we expect to have the ability to send coins before the official launch day so that people can finalize trades.

That means 25% is not correct, but how much is it?

I really wish we had more than <1 week between having the ability to make transactions and fund the foundation. Especially since we still have 25% of coins unclaimed and now those will have to be done manually. We've taken our time with coding, we should likewise take our time with people responding to these changes.
