yes, any forms of currency 'digital or fiat' can be used by criminals but bitcoin is the safest way because they cant easily track transactions.

Of course bitcoin is using by criminals! It's perfect currency to make transactions in darknet because it's can be tracked very hard. I think that criminals isn't biggest problem of bitcoin anyway.
