No need to be hasty at all, learning to control when to buy or invest is also a win on your side as well. Before you buy, you need to study it first and make speculations on when is the best time to buy or invest because if your predictions went wrong or you bought it hastily well chances are you'll lose. I would wait for todays FED meeting and see what they come up with, which will for sure reflect into crypto as well. There has been a lot of FUD lately, especially regarding Chinese real-estate bubble with Evergrande going down.
Is it a good time to buy Alts?
Yes it's a good time to buy some altcoins and why not? The bottom was unknown and what you can do to buy on the several floors to avoid the possibility for bitcoin goes down to the next pitstop below 40k rate. or wait for sometime?
You didn't even need to wait. Just spread your money into the various entry levels and this will become the best decision rather than try to waiting for something that you didn't know like how deep the bottom price that can be achieved by bitcoin. The bearish trend will always become an opportunity for you to accumulate coins and tokens from the market. you didn't even need to spend all of your money into the single rate as the entry price. Just spread it. You will feel better.
It usually tries to dump again so wait for another dip before buying so. The bottom was$39.700 so maybe by the time it will dip again it's just going to touch $40.000 and back up again. Before this week ends, I guess it will already be going back to $40 again so the next week's candle I guess would be green.
Bitcoin price even dropped to a level below $40k last night. And this affected the price of most altcoins too. For example, Ethereum price is around $2.9k now. And I think that it is one of the good times to accumulate more altcoins (especially top ones). I'm thinking of buying Ethereum the most. And Solana could be a good choice too as its price dropped to $130.

It is a good time to buy altcoin because you can check at the market.Many altcoins have been down for a while and bitcoin is also still at a low price.
If you want to buy, make sure doing analyze first and select only the coin from the top 100 coin lists as those coins will have a chance to increase later.
The downtrend is still going on without knowing when it will end, so I suggest you not use too big money to buy as we do not know if the price will be back to the high price in the next hours or it will still go down.
Make your order buy with many price levels to reduce your average buying price, which can help you sell some amount when the price starts increasing.

Buy what you feel is good. During the dips and crashes, this is actually the best time for everyone to buy. Do not wait until it finally recovers because it will surely do and you only have to be first than everyone else. Do not be too worried about it if it will recover because it has been many times that it had recovered after crashes, actually, this drop isn't severe as the past crashes that we've experienced. So the dip for bitcoin was $40k and it has now recovered for a while and now is on $42k and likely to be back at $43k anytime soon.

Dont be hasty study the market and confirm some valid point that this is really the dip. But for me there is no real dip cause no oen can actually anticipate the possible scenario of market. Some thought bought the dip but there is another leg down until a real dip arrived. But you only called that dip when it go down until your entry, or worse way over that entry. As long as it can recover after then its safe and your investment is still good. 
You should wait for the right timing and the right price will come. You need to be vigilant about it since you are not alone right there. There are lots of investors who are patiently waiting for the price to further go down so that they can enter without spending too much capital. If you want to join them, you need to spare some time looking at the market to manage to go first. I think as soon as they think the price won't go down any further, that' when they flock to invest and the price of cryptocurrencies will go up again.
you should try to do an analysis of a declining market. Don't be too tempted by cheap prices. choose altcoins with potential and always use free money as this decline is risky. if you are lucky the market recovers quickly you can get profit, but if the market recovers late you have to be patient.
