Well for me, i advice you to start trading if you have money to buy. But in your case, i advice that you should join a signature campaigns or bounties, in that way you can earn money to start the trading way. Or you can invest in mining but in that case you should have enough money to maintain it and it was worth it but costly.

Of course bitcoins' price is regulated by few number of ppl and this price will not grow while it wouldn't be profitably for them. Now price is very low and I'm not sure that it will be higher than $15.000... unfortunately.
I feel like we really hit a bottom with 6200. If I had more money to spend on Bitcoin, I would buy it right now. If you look at the yearly price graph of Bitcoin, it has definately been de-bubbled by now. My guess would be that the price will be somewhat stable throughout the summer, with more and more money being invested into it as soon as the trust into the Bitcoin stability has come back.

Absolutely yes it is the right time to buy bitcoins because look at the price they are very low not as low as they are in the january and February but still they are on the stage that they are stable in the middle and then they are still not sky rocketing into the moon so it means that there are still a lot of time buying bitcoins because the price are still reachable and it is much better to buy in that price rather that to buy when the bitcoins are starting to rise becwuse it is more profitable.
