nop. bitcoin is created by individuals or teams not from countries. the team saw the potential for digital transactions to increase and create bitcoin to aim to cut off transactions that had been managed by third parties to P2p. when bitcoin achieves success almost everyone even states try to claim ownership, i am very critical if anyone trying to claim bitcoin, let bitcoin always be open source and built by the community.
What would be the purpose from the government to create BTC and then block it in most all the countries? And these few where it is not blocked there is a lot of drama due to the scams, hackers, exchange and all these things I don't even need to say as we read in the news every single day? lol
Governments along with the politicians always look for ways to corrupt money. They never wish to have things transparent. Here with bitcoin every activity is transparent and upon the same I believe bitcoin wasn't created by governments for the goodness of the common people. Bitcoin is developed by someone anonymous, and the same is being taken advantage by some people for their needs. 
Maybe if the government makes Bitcoin why don't they show up and so the government get benefits from Bitcoin. In my opinion, Bitcoin cannot be made by the government because many government is also against the existence of Bitcoin even though it is still unclear who or which group makes it. I still believe in previous history that made Satoshi Nakamoto as the creator of Bitcoin.

More than 10 years back who created the Bitcoin till now we don't know, but governments always want to control the money which is maintained by them. So that's why most of the governments don't want to show their interest in Bitcoin because no government control authorities are not maintaining it.

Although I personally do not believe terrorists use crypto money, protecting is certainly better than allowing it. So, the government in a country I am sure will someday issue crypto money.

I don't think Bitcoin was created by the government. No one will create something that will fight or resist what he has created and cherished already. The governments have already created centralization and this is what gives them total control and power over several affairs of the people and the country at large. Decentralization which Bitcoin practices takes this power from the governments and give it back to the people.
There are conspiracy theory about it ranging from created it(bitcoin) to fund CIA/MI5 missions to bitcoin being created after the recession as a way to inflate an imaginary bubble.

Like the internet, it's fair to say the government played a role in its creation. For example, SHA-256 encryption and protocols on which bitcoin was created were developed by the government. I don't believe bitcoin itself was developed by the government, but Satoshi and the other founders made creative use of decades of government research in cryptography.
There will always be all types of conspiracy theories simply because no one seems to know for sure the identity of Satoshi.

Its impossible that a certain government would do something to ruin their own government. You need to understand that having something that will show the bribery and corruption of a government would be harmful to sustain that corrupted system. Stop chasing this big question. That is the reason why people waste time thinking on things that would not change even if they racked their brains on it. Accept bitcoin as it is.Governments will not create something that goes against their interests. Create a cryptocurrency, and then deal with its spread - what's the point? Since the creation of cryptocurrency, it was known that the government could not control it. Therefore, they could not create it.
That is the reason.
Bitcoin is not something that they can control. It is a decentralized cryptocurrency so even if they make it for their other reasons, I think they might use it to launder their money still, I don't think they are the one that created it. Satoshi Nakamoto created a great technology and that's it. Whether the government or criminals created it, it is the reason why a lot of people are earning money and doing well with their lives.

One might argue that instead of gaining financial strength they might gain , the data of each and every person that is using the cryptocurrency.
It might be something that changes their Ranking after them attaining financial strength, they may track each and every person right now who has done the VPN , gain access to other countries fortune estimates and many things more.

I see no point of making a digital money processing system which is against banks and especially made by government(s)? no way, it was made by Satoshi Nakamoto and as everyone says they do not know who Satoshi is.i have some guess that he is an individual rather than any organization as the things he made are possible for one man and are too little for an organization but as from those old emails he was having some partners from all around the world maybe friends.

This is a new twist, where did you read that that's interesting would love to read that, but you failed to post the link so we can see and verify if there is truth to this, but I doubt if this will hold, we have so many findings on who created Bitcoin, there are so many names that come out but no one works with the government.
