I'm sure that NEO has the maximum growth potential of all altcoins. I think that China will soon support NEO development and this will also affect the price.
Of course, it is worth buying a coin for NEO, it is very cool, their blocking can make direct competition to ETH! 
I think NEO is a more reliable investment coin than Cardano. And I think it's better not to risk and invest in NEO.

From my point of view, the NEO crypto currency is worthy of attention and may prove more promising than the 1500 other ones available in the market by mid-2018. In my opinion, the NEO platform has prospects comparable to Ethereum
NEO and ADA are pretty good Altcoin but not strong enough to be an investment. Even if you make Neo a long-term investment, I think NEO will not change much. Still lost compared to ETH, let alone Bitcoin.

Your capital is extremely low and i would advise you to invest in ADA because currently ADA project is undervalued and if you hold it for coming 2-3 years then ADA project will be fully matured and its price will lie at moon.Imagine if you have good quantity of ADA then how much profit would have at that time.ADA is based on improvements of bugs issued found in ETH.

choosing between NEO and ADA, I would choose investments in NEO, a good project with an active working group, they have a lot to grow, and I think that eventually they will achieve this, just remember that NEO was born in China, their goal - To combine their financial system with the crypto currency, if they really come to this, then the growth of this coin will pleasantly surprise us.
Again, lot of projects coming in NEO and is believed that it is following the Ethereum way. However, it's success depends on scalability and fading out centralization of nodes which it has.

I suggest you have to go for NEO because it has a better statistic based on the market.
