I think you are not just referring to scam projects but mostly failed projects which doesn't reach the hardcap or softcap. That's the hardest thing to do, how to identify a failing project because some projects are good and promising but in the end, it will fail.
I continue to participate in bounty companies only with the hope that some project will be able to shoot. I choose the project, but there is no certainty in any of them.

Social attachment is not a perfect way to verify the scam bounties but if it is working for you then use it,but also verify the project team's profile to find it is fake or real.
