They spent big transfer money for Lukaku and got limited contribution from him. They clearly know that they are counting down season by season till the contract expiration and if they continue to send Lukaku to other clubs as a loaned player, they will come to a contract expiration without any money from Lukaku transfer.

It seems in this season Saudi teams are making trouble for the European teams and they are making players ask for higher amounts of money because they can get better offers from these Arabian teams, Lukaku can definitely be a good player for Milan but considering their financial situation I don't think if Milan can pay enough to Lukaku.

No matter how huge the financial package of the transfer dealings of Saudi Arabian clubs, we mustn't forget the fact that they're just making those moves so that they can lure high profile players who initially wouldn't want to ever play in the Saudi League and so it totally different from when a big European club is trying to sign a player.
Inter has shown interest on keeping Romelu Lukaku at the club but has said they can only do that if his parent club Chelsea will accept to let him continue as a loan player for them because it is reported that they're not financially strong at the moment.
