100 million for Osimhen is still quite reasonable not excessive with the age and performance he currently has.
Indeed if we compare between this season and the previous season there are indeed some changes where Osimhen's performance seems to decline, but I think his performance this season is also not too bad especially after getting 15 goals in Serie A with the conditions he had a lot of internal problems with the club and the injuries he had actually he was still quite productive.

Even though PSG should be able to buy Osimhen for 130 million euros, it seems that PSG really considers that Osimhen is currently not worthy enough to be priced at that high. And it seems that not only PSG think the same about this, but the other teams that were eyeing Osimhen also all seem to feel that Osimhen deserves to be priced at under 100 million euros. I am a little sad that Victor Osimhen is leaving Italy, I will miss his games too much.  Being good and young obviously costs a lot and I don't think there are Italian teams willing to spend all this money.
So ultimately his fate is at PSG or Chelsea to advance his new career as an international player
