You can use VPN if you are not in the list of forbidden countries. What they will see is the IP address of the VPN provider you will get, just don't get a VPN from the countries that are restricted in the list. And you will not face any problem because they said that they will not require a KYC, so most likely their basis is only the IP addres.

What I understand is for example, you access from Italy, your IP will log in their system and then you use a VPN with an IP of another contry not listed in the block, that's where you are a risk of getting restricted.
