And it should bring more value in the form of more constructive posts to bitcointalk, from more experienced members.
Raw noobies might also spam the forum to get to their 50 posts, which is not a good thing for signature campaigns and this forum.
Lots of people also have more than one account, and might Uhmm misuse this campaign, just to up their income.
This forum also need constructive and positive posting, less spam and a opportunity for new members, to generate some BTC to get them started.
They also getting exposed to other forums, to broaden their BTC knowledge.

Why only limit this campaign to junior members? I don't quite get it. You can also include newbs if you don't really care for signature...
Because he want give a chance for Jr. Member that they also capable to join sig campaign
Besides, newbie can't put a link into their signature,
that's why he choose Jr.Member that eligable to enroll the campaign
and payment for Jr member is cheap than higher rank, so i think its a good strategy from OP
